Malaysia’s Economy Ministry is completing the screening of development spending proposals for the 2027 Budget, with final submissions expected by mid-August 2026. Economy Minister Akmal Nasrullah Mohd Nasir said the process has reached its final stage before sending recommendations to the Finance Ministry [1, 2, 3, 4, 5].

The budget preparation involves multiple stages, including gathering proposals from agencies under the Economy Ministry and coordinating funding allocations to cover both new projects and ongoing developments. The Ministry aims to ensure continuity and effective implementation of government plans [1, 2, 3, 4, 5].

The 2027 development spending aligns closely with priorities set under the 13th Malaysia Plan (13MP). Akmal stressed the goal to strengthen the plan’s targets, particularly through the second rolling plan (RP2), which follows approvals granted for the first rolling plan (RP1). RP2 will emphasize infrastructure investment and accelerate development towards high-growth, high-value industries [1, 2, 3, 4, 5].

On August 10, Akmal Nasrullah officially launched the STEM Talent Pilot Project at Tech Dome Penang alongside Penang Chief Minister Chow Kon Yeow and other officials [1, 2, 3, 4, 5]. The project is backed by a RM12.3 million allocation over four years aimed at training 100,000 students in STEM fields by 2030. "Because of this, we see the approach as an ecosystem-wide effort to bring greater interest in STEM, which we can make a pilot project in Penang and, based on its success, introduce it in other states," Akmal said [2].

Akmal described RP2’s focus: "There are certainly several areas where I see a need, whether in terms of infrastructure or how government development expenditure can enhance or accelerate our move towards the high-growth, high-value industries that we have proposed" [4]. He also said, "For 2027 development, we are indeed looking towards strengthening the 13th Malaysia Plan"

Akmal expressed confidence that all processes for the Economy Ministry’s proposals would be finished by mid-August, meeting the deadline for submission to the Finance Ministry [1, 2].
