The Malaysian Cabinet has approved the Johor-Singapore Special Economic Zone (JS-SEZ) master plan and investment blueprint, but its official launch will be delayed until the fourth quarter (Q4) of 2026 after the Johor state election on July 11, 2026 [1, 2, 3, 4].
The launch will be jointly officiated by Malaysian Prime Minister Datuk Seri Anwar Ibrahim and Singapore Prime Minister Lawrence Wong [1, 2]. Economy Minister Akmal Nasrullah Mohd Nasir confirmed the blueprint's completion and said, "The plan is to get both prime ministers again to launch the master plan and blueprint. So I think the timeframe that we are looking at is definitely after the state elections" [1].
The Johor state government, led by caretaker Menteri Besar Datuk Onn Hafiz Ghazi, has urged the federal government to release the JS-SEZ blueprint immediately to provide investors clarity and maintain economic momentum [5, 4]. Onn Hafiz argued the blueprint does not require Singapore's formal approval since feedback from Singapore has already been incorporated, stating, "All that remains is its launch by the ministry or at a ceremony decided by the Federal Government of Malaysia" [4].
However, the federal government insists the launch timing must ensure policy alignment and readiness. Economy Minister Akmal Nasrullah said the delay is necessary to secure "strong bilateral commitment and investor confidence" [3, 4]. Prime Minister Anwar Ibrahim cautioned against politicising the issue, emphasizing the project is a federal matter involving collaboration with the state and Singapore [6].
Despite the delayed official launch, implementation of JS-SEZ initiatives has already begun [1, 2, 3]. The SEZ aims to develop Johor and Singapore into a cross-border economic hub, covering Johor Bahru, Iskandar Puteri, Pasir Gudang, Sedenak, and Desaru. It focuses on manufacturing, logistics, digital industries, energy, and talent development [1, 2, 3].
JS-SEZ recorded RM76.98 billion in approved investments in 2025 and RM5.49 billion in the first quarter of 2026. It has a strong investment pipeline of RM74.12 billion identified from January to May 2026 [3, 4]. The zone targets creation of 20,000 skilled jobs within five years and 100 projects within 10 years [2].
The July 11 state election will contest all 56 seats, with Barisan Nasional contesting all of them [5, 3]. PKR vice president Datuk Seri R Ramanan said, "Johor has always been one of the federal government's priorities," highlighting ongoing investments and infrastructure projects there [7].
The federal government plans to proceed with the official JS-SEZ blueprint launch jointly with Singapore’s prime minister in Q4 2026 following the state election [1, 2, 3, 4].
