The Negeri Sembilan Public Works Department awarded a RM62 million contract to KCJ Engineering Sdn Bhd to construct a new road linking Felda Bukit Jalor to Gemas. The contract started after the Letter of Acceptance was issued on July 30, 2021, with a 34-month period for completion [1, 2, 3].
Construction began on December 22, 2021, and was expected to finish by the end of July 2026 [2, 3]. KCJ Engineering received RM24.4 million in government payments for the project during 2022. This included a RM10 million contract advance payment made on May 26, 2022, plus nine interim payments totaling RM14.4 million between March 28 and December 9, 2022 [1, 2, 3].
Some interim payment certificates were approved but only partially paid or left unpaid due to insufficient government allocation [1, 2, 3]. Progress on the project is monitored through monthly meetings attended by district engineers [2, 3].
Datuk Wan Hasnan Wan Musa confirmed the government accepted KCJ Engineering’s tender at RM62 million for a 34-month contract period. He said part of the project has already been completed and handed over, with a Certificate of Completion issued. He added, “As for the current percentage of completion, I am not certain. However, the project is expected to be completed by the end of this month.” [2, 3]
KCJ Engineering was among 54 companies named in a letter from former Prime Minister Muhyiddin Yassin dated November 13, 2020, proposing these firms for Jana Wibawa projects via direct negotiations [2, 3].
Datuk Wan Hasnan also cited Malaysia’s Government Procurement Guidelines, noting that contracts must be completed within three months after the SST issuance date [3].
The project continues toward its scheduled completion by the end of July 2026 [2, 3].
