About 1,200 new Build-to-Order (BTO) flats with waiting times under three years will be launched in Sin Ming and Toa Payoh, announced National Development Minister Chee Hong Tat on Sunday, August 30, 2026 [1, 2, 3].

The Sin Ming project features a 1,076-unit development currently under construction, which includes a childcare centre and supermarket [4, 5]. The Toa Payoh development consists of a 40-storey block with 193 units, complemented by a multi-storey carpark with roof garden, a precinct pavilion, and community facilities; its construction is also underway [4, 5].

These flats fall under the shorter waiting time category, where construction starts before sale launches, allowing buyers to move in within three years or less [4, 1, 2, 3]. The projects are expected to be completed around mid-2030, though flats may go on sale as early as mid-2027 [4, 5].

Both projects are built on brownfield sites: the Sin Ming site formerly housed an HDB rental block and industrial buildings, while the Toa Payoh site was formerly an open-air carpark [4, 5]. The Housing Development Board said, "Given our limited land, we must redevelop where we can to optimise our land use" [4].

Minister Chee said the flats are "part of our efforts to sustain a robust housing supply, while injecting new housing into existing towns and rejuvenating these areas" [1]. He added, "Together, these new homes will provide more housing options for home buyers, including those who wish to live closer to their parents or loved ones" [1].

Additional plans announced include 1,600 new homes in the Lakeview and Shunfu areas, with the first units launched in June 2026 [1, 2, 3]. More than 10,000 public and private homes are planned for Toa Payoh West and Mount Pleasant over the next decade [1, 2, 3].

Construction will cause some inconvenience to existing residents, but measures such as hoardings, low-noise machinery, and restricting noisy work to daytime hours will be enforced to reduce disruption, Minister Chee said [1].

The earliest likely sales launch for the Sin Ming and Toa Payoh BTO flats is mid-2027, with completion expected by mid-2030 [4, 5].
