The Housing & Development Board (HDB) launched 6,952 Build-To-Order (BTO) flats for sale on June 17 across seven projects in Singapore, including areas such as Ang Mo Kio, Bishan, Bukit Merah, Woodlands, and Sembawang [1, 2, 3, 4, 5].

Two Prime BTO projects stand out in this launch: Berlayar Rise in Bukit Merah with 1,976 flats, and Lakeview Cascadia in Bishan near Upper Thomson, offering 1,221 flats [1, 2, 3, 4, 5]. Berlayar Rise sits along Telok Blangah Road adjacent to Telok Blangah MRT station, with flat types ranging from two-room flexi to three- and four-room units [1, 2, 3, 4, 5]. Lakeview Cascadia is located near MacRitchie Reservoir and Lakeview Estate, a five-minute walk from Marymount MRT station; it includes about 50 public rental flats housed in two blocks [1, 2, 3, 4, 5].

Waiting times for flats at these Prime projects vary from 4 years and 1 month up to 4 years and 5 months for Berlayar Rise, while Lakeview Cascadia flats have an estimated wait of around 4 years and 3 months [1, 2, 3, 4, 5]. Prices without grants at Berlayar Rise begin at $247,000 for two-room flexi flats and reach up to $810,000 for four-room flats. Resale three-room flats nearby have recently sold between $740,000 and $771,000, while four-room resale units fetched $938,888 to $1.068 million [1, 2, 3, 4, 5].

In Ang Mo Kio, two Plus projects—Kebun Baru Breeze and Kebun Baru Ridge—offer 1,064 units combined, with an 8% subsidy clawback rate [1, 2, 3, 4, 5]. Three Standard classification projects—Sembawang Brook, Sembawang Portico, and Woodgrove Acres in Woodlands—feature flats without subsidy clawback and have a five-year minimum occupation period (MOP) [1, 2, 3, 4, 5].

Prime projects impose higher subsidy clawback rates and longer MOP requirements. Berlayar Rise requires a 14% clawback rate, Lakeview Cascadia 10%, and both have a strict 10-year MOP. Plus projects mandate a 10-year MOP with an 8% clawback rate. Subsidy clawback means owners must repay HDB a percentage of the resale or valuation price, whichever is higher, if they sell before the MOP expires [1, 2, 3, 4, 5].

Flats in Sembawang North, totaling about 2,000 units, offer shorter waiting times of under three years [1, 2, 3, 4, 5].

The HDB BTO sales are now open for applications, with flat collections and occupancy expected several years after the waiting periods noted.
