The Urban Redevelopment Authority (URA) launched a public tender on July 3, 2026, for the first Jurong Lake District plot at Town Hall Link, marking the start of the next development phase in the precinct [1, 2, 3, 4].
The site spans 3.72 hectares and offers a maximum gross floor area (GFA) of 186,139 square metres with a gross plot ratio of five [1, 2, 3, 4]. Its mixed-use zoning allocates at least 40,000 sq m for office space and up to 126,000 sq m for homes and serviced apartments [1, 2, 3, 4]. Retail space is set between 20,000 and 44,000 sq m, and the plan includes a minimum 800 sq m childcare centre [1, 2, 3, 4].
Beyond these core uses, the remaining GFA may be used for hotels, additional offices, sports and recreational facilities, civic and community institutions, medical clinics, attractions, and complementary purposes [1, 2, 3, 4]. The development is expected to yield approximately 1,200 new private homes, up to 24,000 sq m of serviced apartments, and 83,200 sq m of commercial space [1, 2, 3, 4].
The site release initiates land preparation and infrastructure works south of Jurong Town Hall Road. These include the demolition of state properties, construction of a new road and sewer, partial expunction of Science Centre Road, and diversion of existing services to reduce complexity [1, 2, 3, 4]. A common services tunnel will be built to house district cooling, pneumatic waste systems, utility ducts, water mains, and sewer networks supporting future development [1, 2, 3, 4].
Demolition and utility diversion works are scheduled to complete by the end of 2026 [1, 2, 3, 4]. Work on the common services tunnel, utility ducts, roads, and sewers is slated for completion by 2031 [4].
Land costs for the site are expected to exceed S$2 billion [1, 2, 3]. This tender is the first in the creation of the 120-hectare Jurong Lake Central precinct within the Jurong Lake District.
These timelines and extensive infrastructure upgrades aim to ready the area for large-scale mixed-use development, establishing a new commercial and residential hub in western Singapore.
