Edmond Yao Zhi Hai, 47, was sentenced on May 26, 2026, to three years' imprisonment and fined SGD 3,000 for defaulting on his National Service obligations for over 21 years in Singapore [1, 2, 3]. Born in Singapore in 1978 to a Singaporean mother and an Indonesian father, Yao was never issued a Singapore passport but held an Indonesian passport under the alias Edmond Jauw Ming Siang since 1983 [1, 2, 3].
Yao was convicted in March 2026 for failing to report for enlistment after repeatedly dodging National Service since 1997 [1, 2, 3]. He was subsequently convicted in April 2026 for immigration offences related to using his Indonesian passport to enter and leave Singapore 13 times between 2008 and 2020 under a false identity [1, 2, 3].
Less than five days after he initially failed to report for National Service in May 1997, a police gazette was issued listing his Singapore National Registration Identity Card (NRIC) name, alerting authorities to his default [1, 2, 3]. District Judge James Elisha Lee said Yao’s refusal to contact the Central Manpower Base to settle his liabilities showed an outright refusal to acknowledge his obligations. The judge added, “It is disingenuous for him to now claim that there was no enforcement action taken against him when he had clearly contributed to his non-apprehension” [1].
Despite being a Singapore citizen by birth, Yao repeatedly used an Indonesian passport under a different name 13 times between 2008 and 2020 to travel in and out of Singapore, avoiding detection [1, 2, 3].
