More than 100,000 residents in Pasir Ris-Changi are eligible to receive discounts of up to 50 percent on food, goods, and services through the Changi Delights Card programme launched by the Changi Grassroots Organisations on June 13, 2026 [1, 2, 3, 4].
The programme currently includes 27 neighbourhood merchants such as eateries, childcare centres, pet grooming outlets, and beauty salons. Participating merchants include Rain Tree Montessori Schoolhouse, Anytime Fitness Upper Changi, and Cosford Container Park, an outdoor food and beverage space known for Western and barbecue skewer restaurants and monthly themed markets. Cardholders receive offers like 10 percent off meals at Youngs Restaurant and Bar [1, 2, 3, 4].
Residents can apply for the card online and have it delivered by mail. More merchants are expected to join the scheme in coming months [1, 2, 3, 4].
Minister for National Development Chee Hong Tat highlighted the collaboration behind the programme during a June 13 event at Loyang Point. He said, "This is what we mean by a we-first society, where we all work closely together - not just the government alone, but in partnership with the businesses, the community groups, with the people to produce good outcomes for our society and citizens" [1].
Pasir Ris-Punggol MP Valerie Lee said the programme was inspired by local business owners aiming to boost foot traffic [1, 2, 3, 4].
Resident and retiree Wendy Lok welcomed the initiative, noting rising costs of essentials. She said, "With the rising cost of daily essentials like food ingredients, any help we can get is good." She also hopes more convenience stores and wet market vendors will join the programme [1].
Jada Koh, co-owner of Cosford Container Park, expressed hope that the card will increase awareness, stating, "Many people still don’t know about us, even though we set up shop three years ago" [1].
The Changi Delights Card launch was marked by activities at Changi Family Day and visits by local MPs to hubs such as Changi Village Hawker Centre and Loyang Point. The programme aims to ease residents’ cost-of-living pressures while supporting local businesses [1, 2, 3, 4].
