Hazel Phang Fong Yen, 67, was sentenced on June 24, 2026, to four months’ jail after pleading guilty to assaulting her 27-year-old Myanmar domestic helper, Man Sian Hoih Cing, causing injuries including blunt trauma to the eye and bleeding from scratches [1, 2, 3, 4, 5].
Man Sian Hoih Cing started working for Phang in August 2022. The victim was paid S$470 (about US$360) per month for her domestic work [1, 2, 3, 4, 5].
The assaults occurred over alleged performance issues. Deputy Public Prosecutor Melissa Heng detailed incidents including slapping the helper’s cheek when she failed to hear Phang’s mother and punching her in the eye over cleaning bottles. Phang also scratched the victim’s face, neck, and chest, causing bleeding. Heng said, "On another occasion... in October 2022, the victim was hanging bedsheets to dry on a pole. The accused scolded the victim for hanging the heavier sheets at the end of the pole. The accused scratched the victim’s neck and chest region, which started bleeding" [1, 2, 3, 4].
The abuse was uncovered when Phang’s niece saw the helper bleeding on October 16, 2022, and alerted her father, who took the victim to Tan Tock Seng Hospital [1, 2, 3, 4].
Phang lived in a Potong Pasir HDB flat with her husband and mother at the time of the assaults [1, 2, 3, 4, 5].
She was ordered to pay S$4,440 (approximately US$3,422) in compensation to the victim. If she fails to pay, she must serve an additional four weeks in jail [1, 2, 3, 4, 5].
The victim reported the abuse to Singapore’s Centre for Domestic Employees during a routine call, which led to a police report [5].
