Van driver Tan Kwee Teck was speeding at up to 107km/h on a 60km/h road when he struck jaywalker Wong Chee Wai at a traffic light crossing along Woodlands Road near Upper Bukit Timah Road shortly after 6pm on November 15, 2024, during rush hour [1, 2]. Tan executed dangerous manoeuvres before the crash, including weaving in and out of traffic and lane splitting. The van exceeded the speed limit for at least 200 meters before the collision [1, 2].
Wong, 54, was crossing against the red man signal with earpieces on and did not notice the approaching van [1, 2]. Health Sciences Authority’s analysis found the van was moving between 62–75km/h just before impact [1, 2]. Wong was conscious when taken to Khoo Teck Puat Hospital but died eight days later on November 23, 2024, from multiple organ failure caused by the crash injuries [1, 2].
Tan, 69, pleaded guilty on June 8, 2026, to causing Wong's death by dangerous driving [1, 2]. He has a history of traffic offences, having paid a $380 fine in February 2022 for running a red light and a $200 fine in May 2023 for speeding [1, 2]. Tan was arrested in November 2025 following the crash [1, 2].
Deputy Public Prosecutor Stephen Yeo said, "Although the victim was jaywalking and the accused had the right of way, the accused was driving at a speed that simply gave him no chance to react to the victim being on the road. The accused’s cavalier disregard for road safety led to an entirely avoidable traffic incident and the loss" [1].
The prosecution has urged for Tan to be jailed for up to 3½ years [1, 2]. The case is scheduled to proceed with sentencing following his guilty plea.
